The front pump alignment band is a stainless steel clamp that wraps the outside diameter of a GM front pump while you bolt the cover to the body. On these pumps the cover and body are located by dowels, but the two halves can still walk a few thousandths as you torque the bolts. If the pump is assembled off-center, the pump bushing and the converter hub end up loaded to one side, which is where you get pump whine, a wiped bushing, or a converter that will not slide fully home on the bench.
You slip the band over the assembled pump, snug the wing nut so the band squares the cover to the body, then torque the pump bolts in a cross pattern. Some techs spin an old converter hub or the correct alignment tool inside the pump as a second check, but the band does the real work of holding everything concentric while the bolts come up to spec. Pull the band and the pump drops into the case true.
